Career Biography
Pamela Moreno is Country Counsel and Compliance Officer for IBM Chile, where she leads the legal function and serves as a strategic adviser to senior management. Her practice encompasses corporate and commercial law, contracting, regulatory affairs, compliance, employment matters, litigation strategy, data privacy, cybersecurity and corporate governance, supporting both local and regional business operations.
A Chilean lawyer educated at Pontificia Universidad Católica de Chile, Pamela also holds an LL.M. in German Law from Heidelberg University, where she was a DAAD scholar. Her international education and extensive experience in multinational companies have shaped a practical, commercially minded and cross-cultural approach to legal leadership.
Since joining IBM in 2011, Pamela has held roles of increasing responsibility, becoming head of the legal department in 2021 and assuming the additional role of Compliance Officer in 2024. Throughout her career, she has advised on complex negotiations, strategic projects, regulatory developments, corporate matters and dispute management. She is recognised for her ability to understand the broader business context, anticipate legal and operational challenges, and translate complex issues into clear, practical and actionable recommendations.
Pamela approaches the in-house legal role as a business partner rather than solely as a risk-control function. She combines sound legal judgement with commercial awareness, helping stakeholders evaluate alternatives, take informed decisions and move forward with appropriate safeguards. Curious, creative and solutions-oriented, she continuously seeks more effective ways of addressing emerging challenges and improving the delivery of legal services.
A central feature of Pamela’s leadership is her commitment to building strong, business-oriented legal teams. She created IBM Chile’s current legal team and provides hands-on coaching to develop each lawyer’s legal, commercial and strategic judgement. She promotes concise, solution-focused advice, calculated risk-taking and close partnership with the business. Her leadership style combines curiosity, creativity and discipline, encouraging others to challenge assumptions, explore new approaches and take ownership of increasingly complex matters.
Pamela is also a strong advocate for innovation and operational excellence. She has promoted the adoption of artificial intelligence and legal operations tools, developed contract models, negotiation guidelines, review matrices and scalable processes, and supported the creation of technology-enabled compliance solutions. Her focus is on reducing low-value manual work, strengthening governance and allowing legal professionals to dedicate more time to strategic priorities.
Beyond IBM, Pamela contributes to the wider legal and business community as a member of AmCham Chile’s Ethics Committee since 2026 and as co-chair of its Corporate Governance and Compliance Committee for 2025–2026. She also serves as a board member of Club Deportivo Manquehue. Across her different roles, Pamela is guided by integrity, strategic thinking and the conviction that an effective in-house legal function should protect the organisation while actively enabling sustainable business growth.
