What are the key projects that you have been involved in over the past twelve months?

I believe that the biggest project has been to add the strategic aspect of government affairs to the legal function, and it is above all because of our reality as a country. We must be aware that we are located in Latin America, which means we experience constant “micro heart attacks.” Latin America is one of the most complex regions in the world in terms of political instability, and Peru is one of the best examples of how complex and challenging it is to lead in this role, as we have had eight presidents in just ten years.
The constant political crisis in Peru generates several problems, including a loss of confidence in the institutions of state power, such as the executive and legislative branches, which has an impact on business and future investments.

Are there any particular challenges for which in-house counsel should be preparing in 2026?

Yes, in 2026 Peru will hold presidential elections. After more than 30 years, deputies and senators will be elected, moving to a bicameral system, and those of us who have not experienced this before must adapt to its dynamics. From a governmental and legal perspective, in-house lawyers in Peru are facing a turning point: the regulation of AI and the protection of personal data, which require immediate compliance. The challenge is to be a strategic partner that manages digital and ethical risks to ensure business sustainability.

How do you manage legal aspects during periods of instability or crisis, ensuring that your legal strategy aligns with the broader business?

Having or strengthening the legal function with a government relations area, which takes on a major role during these periods, is not an invisible area; it becomes the business partner that every company needs. We must bear in mind that when we talk about this area, we are talking about sustainability, reputation, compliance, and the impact we have on the communities in which we operate. A company should not perceive this area as something incidental, because the reality is that government relations is the guide that manages the institutional framework of the business, and having it well empowered makes the difference between surviving or providing peace of mind in unstable environments.
This area of government affairs, hand in hand with legal affairs, will be clear, so that all other areas can function. It will be the area that works to achieve legal certainty and stability, with clear rules of the game and the creation of long-term relationships, all within a framework of strict compliance.

Sometimes we make the mistake of thinking of government relations as something that operates from a “dark side” when, in fact, it is quite the opposite: it seeks to build legitimate and legal bridges between the authorities and the private sector. We must be sensitive to the political climate and stay one step ahead of the regulatory changes that are being publicly discussed, and that will have an impact on our business by participating in different forums. Finally, the best time to build trust with our authorities and build those bridges is not when the business is in crisis, but rather on a daily basis with a long-term vision and compliance.
