Career biography

Carlos is a lawyer with a Master’s degree in Negotiation, Mediation, Arbitration, and Alternative Dispute Resolution Methods.

He brings over fifteen years of experience leading legal departments and implementing compliance programs in multinational companies within the fuel and retail sectors.

Carlos currently serves as Secretary of the Advertising Self-Regulation Council (CONAR) of CERNECO.

He was awarded the prestigious “Jack Batievsky Scholarship” by the International Bar Association (IBA) and received first place in the National Competition Award organized by the National Competition Commission (CONACOM).

He is an active member of several professional associations, including the Paraguayan Association of In-House Lawyers, the Paraguayan Association of Labour Lawyers, and the Paraguayan Association of Competition Studies, among others.
