Career Biography

Luis Felipe Moy Favre is a senior legal executive with more than two decades of experience leading legal, regulatory, compliance, and corporate governance functions across highly regulated industries. His expertise spans pharmaceuticals, healthcare, logistics, retail operations, homecare services, and corporate group structuring. He is a lawyer graduated from the Faculty of Law and Political Sciences of the University of Lima, with postgraduate studies in Finance and Corporate Law at ESAN and specialization in Compliance and Corporate Best Practices at University of the Pacific. He is fluent in English and Portuguese, enabling him to operate effectively in complex multinational environments.

He currently serves as Corporate Head of Legal and Regulatory Affairs at SilHer Corp S.A.C., the corporate back-office and strategic services entity of a diversified business group. In this role, he leads legal, regulatory, and compliance strategy across multiple affiliated companies, designing governance structures, supervising judicial and administrative matters, and implementing enterprise-wide risk mitigation frameworks.

The group includes Signia Soluciones Logísticas S.A.C., a specialized operator in pharmaceutical and regulated logistics; H Reps S.A.C., focused on pharmaceutical commercialisation and regulatory representation before authorities such as DIGEMID; Kura S.A.C., a pharmacy and homecare services company providing patient support programs and medical treatments at home; as well as Corporación Limpiox S.A.C. and Corporación Silcar S.A.C., which provide operational, sanitation, and transportation services within the group’s ecosystem. His role involves aligning legal strategy with operational execution across these interconnected businesses.

Previously, he served as Manager of Legal, Regulatory Affairs, and Compliance at Signia, where he structured and led the company’s legal and compliance function, ensuring regulatory continuity in sensitive sectors such as pharmaceutical logistics, customs operations, and transportation. Prior to that, he spent over eight years at Hersil S.A. Laboratorios Industriales Farmacéuticos, one of Peru’s leading pharmaceutical groups, where he created and led the Legal, Regulatory, and Compliance Department for a corporate group of more than fifteen companies across multiple industries. In that capacity, he also implemented anti-corruption, anti-money laundering, and counter-terrorism financing systems aligned with regulatory and international governance standards.

In the public sector, he held senior leadership roles at EsSalud, serving as both Head of the Central Office for Promotion and Management of Investment Contracts and Head of the Central Office of Legal Counsel. He led strategic investment promotion initiatives, structured private investment projects, and oversaw public-private contractual frameworks. He also directed the institution’s legal and administrative advisory function at the national level, managing the judicial defense of more than 3,000 litigation cases in Lima and supervising approximately 10,000 judicial proceedings nationwide, while overseeing administrative and arbitration defense strategies. In addition, he prepared legal opinions for appeals before the State Procurement and Contracting Tribunal, supervised approximately 3,000 procurement processes per year representing an annual budget of nearly PEN 1 billion, and led the annual negotiation of collective bargaining agreements with all institutional labor unions.

His profile combines strong legal rigor, business acumen, and regulatory depth with proven executive leadership, positioning him as a trusted advisor for complex corporate decision-making and sustainable organisational growth.
