Career Biography

Jose Delmar is a Senior Legal Counsel currently leading the legal function at Integratel, one of Peru’s leading telecommunications companies, where he plays a central role in one of the most complex corporate restructuring processes in the country. He is actively involved in the company’s ongoing Procedimiento Concursal Ordinario (PCO), contributing not only to the legal strategy of the restructuring but also to the broader transformation of the organisation into a more efficient, margin-driven business.

In his current role, Jose operates at the intersection of legal strategy, financial restructuring, and business transformation. His mandate extends well beyond traditional legal oversight. He structures and negotiates strategic agreements with key counterparties to ensure operational continuity and sustainable growth, while managing liabilities, contingencies, and critical assets. He oversees a litigation portfolio of over 5,000 active cases and a legal team of approximately 60 lawyers across three practice areas, requiring strategic prioritisation, cost discipline, and operational control. He also plays a key role in identifying root causes of recurring operational and regulatory issues, strengthening governance and decision-making frameworks across the organisation.

Jose brings a distinctive dual perspective to complex restructuring and insolvency scenarios. Earlier in his career, he advised bondholders in the global Chapter 11 restructuring of China Fishery Group (Copeinca), one of the most significant cross-border insolvency processes involving Latin American assets. This experience provided him with deep insight into creditor dynamics, financial structuring, and distressed negotiations —capabilities he now applies from the company side in his current role.

Prior to this, Jose was a partner at Dentons, where he also served as a member of the Global Advisory Board. He was previously a founding partner of Philippi Prietocarrizosa Ferrero DU & Uría (formerly founded Delmar Ugarte – DU), playing a key role in building one of the most prominent legal platforms in Latin America, in association with Uría Menéndez.

Jose’s background also includes senior in-house roles in telecoms. As General Counsel of Nextel del Perú (now Entel), he led legal support for infrastructure deployment, negotiated complex technology agreements, and managed a multidisciplinary legal team. He previously served as Head of Contracts at Telefónica del Perú and began his career at Andersen Legal as a Manager, advising on financing transactions, securitisations, and complex commercial arrangements.

Beyond his legal practice, Jose is an entrepreneur and innovator. He has founded technology ventures including LegalCore and Anda Technologies, and holds a U.S. patent related to IoT symbol-based communication devices. He holds an LL.M. from Columbia University Law School (Harlan Fiske Stone Scholar) and a law degree with highest honors from Pontificia Universidad Católica del Perú. He is a former law professor and a regular speaker on legal innovation, technology and corporate law, and has been ranked by leading legal directories including Legal 500 and Chambers.
