Francisco Javier Mondragón Alarcón, director of regulatory and legal affairs, manages the legal team at Telmex, the dominant fixed-line phone carrier in Mexico. In addition to traditional fixed-line telephone services, Telmex offers internet access, data-hosted services, and owns 90% of the telephone lines in Mexico City and 80% of the lines in the country. Considering the market position of Telmex, the legal team is often involved in critical disputes – one of the most infamous of these was with Telefónica concerning its ownership of Movistar in Mexico. As an expert in foreign investment law, Alarcón was at the forefront of this discussion and was able to de-escalate and establish the interconnection between the two companies’ networks, in particular on the limits of foreign direct investments in its capital stock. Telmex has embarked on a period of geographical expansion, entering a number of new markets. The legal team was also behind the expansion plan that started with the América Móvil spin off, followed by the purchase of Guatemala’s Telgua and a number of former state-owned phone companies in Central America. The team was also responsible for the launching operations in the US with Telmex USA.
