Career Biography

Edward J. Barett is Legal Counsel Manager at AES Dominicana -a local branch of the AES Corporation- where he leads a team overseeing the legal, regulatory and compliance functions supporting the company’s conventional and renewable energy businesses in the Dominican Republic, while providing strategic legal support to projects across Latin America. With more than 25 years of experience spanning private practice, public service and the energy industry, Edward has established himself as a trusted advisor on complex infrastructure projects, energy regulation, project development and high-value commercial transactions. His practice combines legal expertise with commercial acumen and a deep understanding of electricity markets, enabling him to guide strategic investments through highly regulated environments and deliver practical, business-oriented legal solutions. Throughout his career, Edward has played a key role in negotiations for closing power purchase agreements exceeding 3000 MW of power capacity, provided legal leadership for the development and construction of over 300 MW of utility-scale solar projects, and led the local legal workstream for the acquisition and refinancing of a US$157 million wind farm together with a 400 MW renewable energy development pipeline. His experience covers EPC and LNG agreements, regulatory compliance, government relations, arbitration management, and the legal structuring of large-scale energy projects. Before joining AES, Edward served for almost two decades at the Dominican Republic’s Electricity Regulatory Authority (SIE), ultimately as General Counsel, where he led the legal department and helped shape the country’s electricity regulatory framework, including substantial reforms governing electricity markets, licensing, tariffs and quality of service. His work also included advising on competitive procurement processes and developing regulatory mechanisms that enhanced market efficiency and strengthened the sector’s legal framework. Recognized for his strategic judgment, collaborative leadership and ability to bridge legal, regulatory and commercial considerations, Edward is widely regarded as a trusted partner to executive management, government authorities and industry stakeholders. His career reflects a sustained commitment to enabling investment, supporting the energy transition and advancing the development of resilient and competitive energy markets throughout the region.
