What are the most significant cases, projects and/or transactions that you and/or your legal team have recently been involved in?
In April 2026, my institution had the honor of hosting the 53rd General Assembly of the Ibero-American Association of Chambers of Commerce, Industry and Services (AICO), an event that brings together the leading business representative organisations from across Ibero-America and requires a highly complex level of organisation and logistics.
The activities that make up the event, including symposiums, workshops, and forums addressing current and relevant issues, in addition to the General Assembly itself—must be conducted smoothly, efficiently, and flawlessly. This entails extensive legal management, the drafting of appropriate contracts and agreements, and ongoing coordination with suppliers, service providers, hotels, sponsors, and partner public authorities.
Likewise, a high degree of commitment and preparation is required to understand AICO’s formal, corporate, and governance-related matters, ensuring that the main activity, the General Assemble, is conducted in accordance with its governing bylaws and complies with all the formalities expected of an event of such significance. This is particularly important when the Assembly includes the election of the institution’s new Board of Directors, as was the case on this occasion. This circumstance further enhanced the importance of the event, marking a significant milestone in the history of both our business representative institution and our city.
What strategies do you employ to ensure the successful digital transformation of a legal department while maintaining compliance with your country’s data protection laws?
As legal manager of the Cochabamba Chamber of Industry, Commerce and Services (ICAM), I am promoting the institution’s digital transformation based on three fundamental pillars: governance, risk management, and a culture of compliance.
First, it is essential to develop and implement a comprehensive data governance policy that clearly defines responsibilities regarding the collection, storage, use, transfer, and disposal of information. This policy should cover both member and employee data, as well as institutional information, establishing access levels and control mechanisms that ensure the confidentiality, integrity, and availability of data.
Second, a permanent process for identifying and assessing the legal and technological risks associated with digitalisation must be implemented. Before adopting new platforms, cloud-based services, or artificial intelligence tools, privacy and security impacts should be evaluated, ensuring compliance with applicable Bolivian regulations concerning data protection, digital signatures, intellectual property, and information security. Likewise, contracts with technology providers should be reviewed and updated to incorporate provisions regarding confidentiality, data processing, liability, business continuity, and incident management.
A third essential component is strengthening the organisational culture. Digital transformation depends not only on technology but also on people. Therefore, continuous training programs should be implemented for executives and staff on cybersecurity, personal data protection, electronic document management, digital best practices, and the responsible and appropriate use of artificial intelligence. Similarly, security incident response protocols and timely reporting mechanisms have to be established.
Finally, the digitalisation of internal processes should be promoted through secure and auditable tools, prioritising document traceability, the use of electronic signatures, and process automation. In this way, the organisation enhances its efficiency, transparency, and competitiveness while simultaneously ensuring regulatory compliance, protecting information assets, and maintaining the trust of its members and strategic partners.
