Career Biography

Carlos Eduardo is a Bolivian lawyer with more than 15 years of professional experience, primarily gained within public institutions and strategic companies, he has extensive experience in specialised legal advice, regulatory management, sector-specific regulation, institutional defence and the leadership of legal teams.

He holds postgraduate qualifications in International Aviation Law, Aviation Law, Administrative and Regulatory Law and Constitutional Law, as well as specialised training in the legal defence of the State and oil and gas contracts. His education and professional experience have enabled him to develop a multidisciplinary profile, with particular expertise in Administrative, Regulatory, Oil and Gas, Constitutional and Aviation Law.

Throughout his career, he has been involved in the drafting, analysis and development of national, sector-specific and institutional legislation, including draft Supreme Decrees, regulations, resolutions and other legal instruments. In these roles, he has contributed to translating technical and institutional needs into viable legal solutions aimed at providing legal certainty.

He currently provides specialised legal advice in the oil and gas energy sector, with a focus on regulation, contracting, contract management and strategic operations. He is also involved in analysing regulatory proposals and identifying legal mechanisms to facilitate the implementation of various institutional initiatives.

Previously, he served as head of the legal department at ENDE SyC S.A., where he led the company’s legal function and advised senior management on judicial, administrative, contractual, corporate and employment matters. His responsibilities also included developing defence strategies and mechanisms to prevent legal contingencies.

At the Municipal Council of La Paz, he provided legal coordination and advice for more than four years, participating in the drafting of municipal legislation and regulations, oversight instruments, constitutional actions and matters of institutional importance.

A significant part of his career was spent at the Authority for the Regulation and Oversight of Telecommunications and Transport (ATT), where he progressively held positions including legal analyst, head of air and water transport, head of administrative appeals and judicial proceedings, and acting legal director. His responsibilities included drafting regulatory legislation, handling administrative appeals, judicial and constitutional proceedings, sector regulation and leading legal teams.

At the National Hydrocarbons Agency (ANH), he was also involved in the drafting of regulatory resolutions, criminal proceedings and enforcement operations targeting illicit activities in the hydrocarbons sector. This experience subsequently contributed to the development of his specialisation in the energy sector.

His professional career has been recognised through several distinctions, including recognition from the ATT, the Gold Emblem of the Chemical Substances Investigation Group (G.I.SU.C.) of FELCN, the Gold Emblem of the Bolivian Navy – First Naval District “Beni”, Marine Infantry Battalion I “BAGUE”, and a plaque of recognition from the same institution.

His career reflects a sustained progression from specialised legal analysis to positions of leadership and strategic advisory responsibility, with a focus on legislative development, institutional strengthening, legal certainty and the protection of public and business interests.
