What are the most significant cases, projects, or transactions that you and your legal team have recently been involved in?
My team and I have been working and accomplishing the restructuring of the Dominican Republic public administration. The main projects have been the merger of the Ministry of Finance + Ministry of Economy, Planning, and Development (MEPyD). The objective was to unify fiscal policy (revenue, budgeting, and public debt) with economic planning and public investment under a single strategic authority. Results have shown us streamlines processes, eliminates duplicate administrative roles, and aligns annual budgets directly with long-term development goals. The merger of Supérate and Social Subsidies Administration (ADESS). With the objective to combine vulnerability assessments and direct family support with the technical administration of welfare card payments under one agency. The result has shown a consolidates the Social Supply Network and optimises over 20 social assistance initiatives into 10 core operational pillars. Are 3 big mergers being the State Economic Canteens and Presidential Social Assistance Plan. With the objective of centralising all non-monetary aid, direct food distribution, and emergency response operations, reaching over one million people a year.
How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?
This difficult international moments of crisis and instability has impacted our country and or policy making decision, managing legal aspects during this time hasn’t been easy, are approach has change focusing policy on facilitating people and public servants with different options to navigate with this crisis and to mitigate the impact on them, prioritising the restructuring of institutions and policy to help the people overcome the difficult times.
What strategies do you employ to ensure the successful digital transformation of a legal department while maintaining compliance with your country’s data protection laws?
The most important strategies are not just achieving digital transformation, but also transforming the people into the same process, that’s my vision and gold and the way we have been achieving a digital transformation and maintaining the compliance laws of the country.
What do you think are the most important attributes for a modern in-house counsel to possess?
The most important attributes are legal knowledge of all the legal areas your institution works in, leadership, strategic pragmatism balancing regulatory risk management with institutional innovation while upholding absolute legal certainty. Ethical independence firmly upholding meritocracy, transparency, and due process against political or circumstantial pressure.
