Short biography

Paola Díaz Torres is a lawyer specialising in Tax Law, Tax Advisory and Administrative and Tax Litigation. She is recognised for combining critical thinking and strategic vision with an approach focused on innovation and institutional transformation.

She graduated Magna Cum Laude with a law degree from Universidad Iberoamericana (UNIBE) and subsequently obtained a Master’s degree in Tax Law and Tax Advisory from Pontificia Universidad Católica Madre y Maestra (PUCMM), specialising in the interpretation and application of tax regulations, tax planning and the resolution of tax disputes.

She further complemented her academic training with a postgraduate qualification in Public Management from BARNA Management School, strengthening her expertise in leadership, strategic management, governance and decision-making within the public sector. This enabled her to combine her technical legal knowledge with a managerial approach focused on institutional efficiency, the creation of public value and the modernisation of public administration.

Paola’s professional experience has been developed within key institutions of the Dominican Republic’s tax and financial administration. She previously worked at the Directorate General of Internal Revenue (DGII), within its Reconsideration Department, where she participated in the legal and tax analysis of highly complex matters. Her work included assessing appeals submitted by taxpayers and contributing to administrative decisions based on technical, legal, and jurisprudential criteria.

She currently works within the Litigation Department of the Ministry of Finance and Economy as Head of Administrative Appeals, where she is responsible for the institution’s representation and defence in administrative and tax litigation, as well as handling reconsideration and hierarchical appeals. In this role, she contributes to the development and implementation of legal strategies, the analysis of high-impact litigation and the management of administrative appeals, with a focus on legality, due process and legal certainty.

Throughout her career, Paola has demonstrated an ability to anticipate challenges, navigate complex environments, and develop high-impact solutions. Her practice combines legal, tax and fiscal expertise with strategic thinking, effective risk management and dispute resolution, alongside a commitment to innovation, institutional transparency, and greater efficiency within public administration.
