Career Biography

Rafael heads the Legal Department of Corporación Primax S.A. He is also responsible for all legal matters of its Peruvian subsidiaries, Coesti S.A., Primax Gas S.A., Navimax S.A., Compañía Operadora de la Selva S.A., Peruana de Petróleo S.A.C., and PX Servicios Generales S.A.C.; and he plays a coordinating and advisory role in the Primax Group’s subsidiaries in Ecuador, Colombia and Uruguay.

He leads the review and drafting of contracts of various matters, negotiation with clients and suppliers, and participation in the company’s judicial or arbitration processes, as well as administrative procedures. He also participates in the guilds and associations of which Primax is a member.

He is in charge of consulting on contractual issues related to purchases from SHELL, REPSOL, PECSA, EXXONMOBIL and TERPEL; drafting and negotiating contracts, preparing reports and answering queries; monitoring of various types of processes, with direct participation in those in which some of the Primax Group companies or their employees are involved; review and adaptation of processes for the management and monitoring of contracts and guarantees; and implementation of the Compliance system in the Primax Group companies.

Likewise, he actively participates in the acquisition processes of companies and/or businesses in which Primax is invited (due diligence).

He is a member of the Crisis Committees when emergencies involving Primax or its subsidiaries arise. He is also a member of other internal committees such as Ethics, Disciplinary, Business Continuity, Credit, Projects and Investments.

He has been invited as Legal Manager to different events organised by Primax at the regional level and by the main organisations in the legal industry.

A few months ago, he participated in the Legal Management Summit LATAM 2025, a key event for corporate legal leaders in the region. He has also been invited as a speaker at the Latin American Legal Management Congress 2026, which will take place in Mexico in September this year.

Committed to continuous learning, he has completed various specialisation programs, including the Public Procurement Program at the University of Salamanca, as well as studies in Civil Law and Civil Liability. He has also taken part in programs in Administrative Law and Public Procurement (offered by CADIJ and the Cajamarca Bar Association) and is currently enrolled in a specialisation program in Dispute Prevention and Resolution Boards.

He complements his profile with training in management and corporate governance at institutions such as Yale University and the PAD at the University of Piura, including an academic stay at IE in New York.
