Career Biography
With 25 years of experience in legal affairs, management, and compliance at multinational corporations, Victor Shen used to hold key roles at a Hong Kong red-chip mobile communications company, a global cosmetics firm, and a world-leading retail group. These positions have provided him with extensive business acumen and a keen understanding of diverse industries and legal landscapes. Over his 19-year tenure at Henkel, Victor led his team in managing a wide range of complex legal matters and projects spanning international and domestic restructuring, divestitures, M&A, joint ventures, real estate, labour, antitrust, tax, customs, dispute resolution, government affairs, compliance, and corporate governance. His outstanding performance has been consistently recognised by Henkel’s headquarters management. In 2015, he was named one of the Top General Counsel by Thomson Reuters’ Asia Legal Business, and he has been consecutively included in the GC Powerlist by Legal 500.
Victor is deeply committed to social and community contributions. He previously served as a Special Prosecutor and Integrity Supervisor for the Yangpu District People’s Procuratorate and was a Deputy to the Yangpu District People’s Congress in Shanghai. He currently serves as a member of the Yangpu District Committee of CPPCC. Victor is frequently invited to advise foreign-related legislative work by the Shanghai Municipal People’s Congress and the Commerce Commission. As Chair of the Compliance and Business Ethics Working Group at the European Union Chamber of Commerce in China, he has actively promoted collaboration between the European business community and Chinese government agencies. He also acts as a Practice Mentor for Juris Master students at Peking University Law School, guiding and nurturing the next generation of legal professionals.
Victor’s professional focus covers mergers and acquisitions, foreign direct investment, restructuring, antitrust, tax law, and corporate legal affairs. He is a regular speaker on these topics at industry forums. Additionally, he is a popular columnist for LexisNexis China, where he shares expertise and insights on corporate legal and compliance management, integrating Eastern and Western perspectives as well as legal and business practices. He has published nearly 100 articles to date. His personal monograph, General Counsel’s Playbook: Corporate Law and Compliance Strategies, was published by Law Press China in 2023 and has become a bestseller in legal and business circles. In 2025, he co-authored the Corporate Antitrust Practice Guide with his team and a leading Chinese law firm. The guide has been officially released by Law Press China, offering companies clear and practical guidance to transition from reactive compliance to proactive risk management.
