Career Biography

Thomas Hartnett has over 30 years of multi-jurisdictional experience in Europe, the US, the former Soviet Union and Asia. Over the years, he has accumulated extensive experience in oil and gas and other energy sector matters, including substantial involvement in large-scale negotiations with governmental authorities, finance providers and other investors, suppliers and offtakers. In his current role as Chief Legal Officer and Company Secretary, Hartnett guided Nostrum Oil & Gas plc in its move to a listing on the London Stock Exchange, with c-suite experience and as Company Secretary directly advising the board.

Hartnett was central to Nostrum completing a $1.4bn restructuring of its debt financings in February 2023. “This restructuring, which was implemented through a Scheme of Arrangement sanctioned by a UK court, was a prolonged process, in particular due to delays resulting from licenses required from authorities in the UK, US and the Netherlands given the ongoing conflict between Russia and Ukraine, however completion of the restructuring gave the company a much stronger basis to take its business development initiatives forward”, explains Hartnett. In July 2023, Hartnett led Nostrum in its acquisition of an 80% interest in Positive Invest LLP, which holds the subsoil use right to the Stepnoy Leopard fields in northwest Kazakhstan. In March 2025 Hartnett led Nostrum in signing a new processing agreement with Ural Oil & Gas LLP for the processing of third-party hydrocarbons in Nostrum’s facilities through 2031, which meaningfully increased utilisation of such facilities to help shape Nostrum’s growth-oriented business plan.

As well as building and leading the Nostrum legal team and managing all of the group’s legal affairs, Hartnett has been responsible for negotiating major equity and debt financings and the implementation of a $1.5bn investment programme since 2008. He is a former partner of White & Case LLP and is a member of the New York State Bar and the Association of International Energy Negotiators.
