Fernando is the Head of Legal for Capital One Mexico, where he leads Legal and Enterprise Supply Management at the company’s Mexico Tech Hub. He has been instrumental in positioning the hub as a benchmark for innovation and compliance, aligning local operations with U.S. regulatory frameworks while enabling the growth of next-generation banking technology.

With 17 years of experience across Latin America, Fernando has built his career at the intersection of global companies and disruptive start-ups, including Univision (Televisa), Uber, CloudKitchens, and Worldcoin. This mix has shaped a unique ability to combine rigorous governance with agile, forward-thinking solutions.

His track record includes implementing new regulatory frameworks with federal and local governments for technology companies, leading corporate restructures in Latin America for a debt facility involving multiple real estate assets, launching technology products across the region, and negotiating high-profile multimedia broadcasting rights agreements.
