The legal department at Cambodia Advance Communications (CADCOMMS), the largest telecommunications services provider in Cambodia, has contributed to important milestones achieved over the course of the company’s over a decade-long history. Trading as “qb”, CADCOMMS brought 3G technology to Cambodia for the first time in 2008 and has since introduced the latest innovations in multimedia and mobile internet services, including innovations in voice, messaging and value-added services. Currently the company operates a super-fast 3.75G network across all 25 provinces and provides network coverage for more than 95% of the population. Favouring a meritocratic approach to work, the legal team’s leader Kongkea Som (who also runs the corporate affairs and regulatory departments) has transformed the legal department over the last five years, achieving dramatic improvements in efficiency and bridging the gap with the rest of the company. Prior to assuming his current role in March 2013, Som has held senior management positions at leading Cambodian organisations, including Hello Axiata Company, Applifone and Jireh International Construction.
