Manuel Silva is a senior associate who has played a leading role in some of the most significant capital markets and financing transactions in Latin America in the last ten years, particularly in Mexico. He regularly represents some of Latin America’s largest state-owned entities and corporations, such as Petrobras and PEMEX, in their capital raising and liability management transactions. In recent years, he has worked on some of the most complex and landmark transactions in the region, including: Silva’s reputation for identifying and unlocking market opportunities through his work has resulted in his handling some of the most high-profile and high-stakes assignments in Latin America in the past seven years. An impressive track record in Mexico includes representing: The Mexican Ministry of Communications and Transportation in the $11.6bn financing for the construction and development of the proposed new Mexico City International Airport, including a $1.6bn offering of Fibra E certificates, a $3bn revolving credit facility, $1bn term loan and $6bn in green bond offerings; and subsequent successful tender offers and consent solicitations to repay a portion of outstanding debt and solicit consents to reflect policy changes with respect to the plan to develop airport infrastructure to serve Mexico City and the surrounding areas; Petrobras in multiple SEC-registered and private bond offerings and liability management transactions involving approximately $50bn of debt securities since 2016; PEMEX’s $4bn bond offering and concurrent liability management transaction. His IPO experience includes advising on more than $3bn in Mexican IPOs since October 2012, including: Vista Oil & Gas in its SEC registered IPO; Grupo Mexico Transportes’ $869m Rule 144A/ Reg S IPO; Grupo GICSA’s $420m Rule 144A/Reg S global IPO; Unifin Financiera’s $240m Rule 144A/Reg S global IPO; Grupo Rotoplas’ $260m Rule 144A/ Reg S global IPO; Grupo Sanborns’ $825m Rule 144A/ Reg S global IPO; Grupo Financiero Interacciones’ $282m Rule 144A/Reg S primary and secondary equity offerings; Organización Cultiba in its $310m IPO; and Mexichem’s $1.2bn Rule 144/Reg S debut equity offering

Manuel joined the firm in 2009. He has a degree in law from the Tecnológico de Monterrey in Mexico City, where he graduated with honors, and has an LLM degree from Georgetown University Law Center, graduating with distinction.
