Macarena Duarte is a lawyer and notary with over ten years of experience in the public and private sectors. She specializes in administrative law, public procurement, and infrastructure—an area where she has played a key role in structuring and advising on complex, high-impact projects. She is currently Head of Legal at Tocsa, where she leads corporate, contractual, and regulatory matters across the company and its holding, which is active in infrastructure (roadworks, electrical, civil, and hydraulic), mining, industrial operations, and real estate development, with presence in Paraguay and Peru.
Macarena has advised on major public and private infrastructure initiatives, including the country’s first public-private partnership (PPP). Her prior roles include senior legal advisory positions at the Ministry of Public Works and Communications (MOPC) and the National Directorate of Public Procurement (DNCP).
She holds specialized training in infrastructure law, PPPs, NEC and FIDIC contracts, compliance, and executive management, with studies completed at Universidad Austral, Tecnológico de Monterrey, and Fundação Dom Cabral, among others. She is a recipient of academic scholarships from Taiwan and Germany (DAAD)
