Hilal Mohammed Al-Khulaifi has held the pivotal role of group chief legal, regulatory and corporate governance officer at Ooredoo Group since March 2023. Before ascending to this esteemed position, he served as the director of legal affairs at the Ministry of Commerce and Industry (MOCI) in Qatar, where he was instrumental in shaping regulatory frameworks and policy direction.

He served as Chairman of various committees, such as the Anti-Concealment Committee, which is pivotal in maintaining transparency in the business landscape. He also led the Tender and Auction Committee under the auspices of the Supreme Council for Economic Affairs and Investment. His influence extended to the healthcare sector as the Chairman of the Health Insurance Law Drafting Committee, and he further manifested his governance skills as the Chairman of the Qatar Chamber Election Committee in 2018. In addition to these chairmanships, Al-Khulaifi has held the role of Secretary for the Supreme Council for Economic Affairs and Investment.

Al-Khulaifi’s contributions go beyond national boundaries. He has been an active member in various high-caliber committees. These include the task force for the establishment of the Court of Trade and Investment within the Supreme Council of the Judiciary, and the Financial Sanctions Committee situated at the Telecommunications Regulatory Authority (CRA). He has also participated in the Permanent Residential Committee at the Ministry of Interior. Internationally, he has been a representative for the State of Qatar at the United Nations Commission on International Trade Law (UNCITRAL), where he has had the opportunity to influence international legal and trade standards.

Committed to advancing the field of law, Al-Khulaifi is an accredited member of the International Association of Legislation (ILA). Further amplifying his credentials, he is a certified arbitrator with the Qatar International Centre for Conciliation and Arbitration, where he participates in resolving complex commercial disputes. As for his academic background, Al-Khulaifi is an alumnus of Qatar University, where he obtained his bachelor’s degree in law. He continued his educational journey in the United Kingdom, securing a Master of Law (LLM) from the reputable University of Portsmouth.
