Career Biography

Fangying Chen is the Head of the Legal Department at CICT Mobile Communications Technology Co., Ltd., where she is fully responsible for the company’s legal, compliance, and intellectual property functions.

Ms. Chen graduated from Peking University Law School and has many years of experience in corporate legal practice. She has served as Senior Legal Counsel, Deputy General Manager of the Legal Department, and General Manager of the Legal Department. During this period, she led the legal team to win several complex civil and commercial cases, including one major case in which the company secured nearly RMB 500 million in damages.

Since 2019, Ms. Chen has led her team into a new field by developing the company’s patent operations business and driving its global patent licensing negotiations. In pursuit of fair value in patent operations, she guided the team beyond China’s borders to launch global patent litigation against leading international manufacturers—achieving comprehensive victories.

Starting from scratch, Ms. Chen built the company’s patent operations function into an independent business line capable of generating substantial and sustainable revenue within just six years. Under her leadership, the legal department transformed from a support function into a revenue-generating unit, establishing the company’s reputation and standing in the international licensing market for technological innovation.
