About

Hernán Barahona Flores assumed the position of ENAER’s general counsel in January 2016, after serving as head of the contracts department of the business since January 2000. Previously he worked in the Chilean Air Force as a justice officer, where among other positions he served as the aviation prosecutor and the logistics command auditor. Since joining ENAER, he has participated and led the negotiations, preparation and approval for his signature, of several commercial contracts in the aeronautical area. These include various aircraft, motor and accessories maintenance contracts concluded between ENAER and the Chilean Air Force, for a total annual amount of approximately US$50m; maintenance contracts with the Chilean Army for total amounts of approximately US$6m; and maintenance contracts for Hercules C-130 aircraft of the Uruguayan Air Force, which have been signed annually, for amounts of approximately US$1.2m each. Likewise, he has worked on various agreements with important aviation companies, such as Boeing, Lockheed Martin, Bell Helicopters and Airbus Military that were able to provide capacities and certifications to ENAER. In terms of financial deals, he negotiated and participated actively in the issuance of a bond with the guarantee of the Chilean state for US$40m to restructure part of the financial debt of ENAER. The deal was highly praised by nominators. In terms of logistics, his department draws up the administrative bases, to carry out public and private bidding processes for the ENAER service providers, involving the evaluation committee and drafting the contracts. Barahona has enacted many changes in his tenure including new compliance systems, public company governance protocols, crime prevention models and other improvements. He identifies that ‘all these changes have meant that ENAER is being managed under the principles of effectiveness, efficiency, probity and transparency currently in force in Chile’.
