What are the most significant cases, projects, or transactions that you and your legal team have recently been involved in?
Corporate acquisitions. Accenture in Costa Rica continues to grow organically, but also through strategic acquisitions. Each transaction presents its own particularities and challenges, making the work both complex and intellectually stimulating. From a professional standpoint, it is extremely rewarding to contribute to these processes and to witness the company’s sustained growth in Costa Rica.
How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?
At the end of the day, an organisation is its people. Especially during periods of instability, senior leadership must remain focused, flexible, and resilient. It is essential to stay calm, assess risks clearly, and address challenges methodically as they arise. Maintaining composure and strategic clarity is fundamental to ensuring long-term organisational resilience.
General counsel often speak of the need to be strategic to reach the pinnacle of the profession. What does strategic mean to you?
To me, being strategic means never “resting on one’s laurels,” as former World Chess Champion Garry Kasparov once explained when asked how he remained world champion for 15 years. It requires continuous study, constant updating of one’s knowledge, and a deep understanding of technology—handled relentlessly and with discipline.
At present, I am enrolled in a Master’s program in Artificial Intelligence Law, Ethics, and Governance. Artificial Intelligence law is an emerging field that did not exist as a distinct legal discipline until recently. Today, all lawyers must be trained in this new area, as technology is fundamentally reshaping the legal landscape.
We are currently living through a time of geopolitical change. Does this affect your company’s risk profile, and if so, what are you doing to mitigate this?
On the contrary, this period of geopolitical transformation is also marked by major technological breakthroughs, particularly in Artificial Intelligence. In recent years, Accenture has invested approximately US$3 bn. in AI to help clients move from mere interest in AI to generating tangible, measurable value.
In this sense, AI will be one of the key forces reshaping the global paradigm. Rather than increasing risk in a traditional sense, these transformations create opportunities for innovation, efficiency, and new business models.
What is a cause, business or otherwise, that you are passionate about? Why?
Animal welfare. Costa Rica is not only environmentally conscious but also deeply committed to animal welfare. Many families consider their pets to be integral members of their households. As a society, we strongly reject the culture of exploiting animals in zoos and circuses, as well as all forms of mistreatment, cruelty, and exploitation.
We believe animals should not live in cages, and within the broader framework of wildlife conservation, particular attention must be given to protecting animals in their natural habitats. Costa Rica has enacted animal protection legislation, but such laws must be continuously reviewed and adapted to modern realities.
Moreover, I strongly support the development and promotion of international instruments and treaties on animal welfare. Even in today’s turbulent geopolitical environment, this remains an area where nations can find meaningful common ground and shared commitment.
Career biography
Víctor holds a Ph.D. in Economics & Government from the Instituto Universitario de Investigación Ortega & Gasset – Gregorio Marañón / Universidad Internacional Méndez Pelayo (UIMP), Madrid, Spain. He earned an LL.M. in International & European Law from Erasmus University Rotterdam, The Netherlands; a Master of Business Administration (MBA) from Universidad Latina de Costa Rica; a Master of Arts (M.A.) in Diplomacy from the Instituto del Servicio Exterior Manuel María de Peralta / Universidad de Costa Rica; and a Juris Doctor (J.D.) from Universidad de Costa Rica.
He is a graduate of INCAE’s Sustainability Management Program (SMP IV) and a member of the Senior Management Circle of ADEN International Business School. He is currently enrolled in a Master’s program in Artificial Intelligence (AI) Law, Ethics and Governance at Universidad Latina de Costa Rica, powered by Arizona State University.
Throughout his career, Víctor has worked in leading law firms, served as a career diplomat at the Ministry of Foreign Affairs of Costa Rica, and acted as in-house counsel for multinational corporations, including Unilever (at its global headquarters in The Netherlands), British American Tobacco Caribbean & Central America (BATCCA), and Walmart Mexico & Central America.
He currently serves as geographic legal counsel manager at Accenture, overseeing legal affairs for Costa Rica (operations and corporate) and corporate matters for Central America and the Caribbean. In this role, he leads the company’s corporate affairs in Costa Rica and advises on matters related to Fourth Industrial Revolution (4IR) technologies, providing legal, compliance, and regulatory guidance to operations, human resources, finance and Free Trade Zone (FTZ), procurement, real estate, and M&A. He also oversees the company’s corporate structure and governance framework.
Víctor previously served as president of the Costa Rican International Law Association (ACODI), vice president of the China–Costa Rica Chamber of Commerce (CCCIC), and Board Member of both the Dutch–Costa Rican Chamber of Commerce and the Costa Rican Institute of Corporate Governance (IGC-CR).
He is also a professor of corporate governance in the master’s program in Corporate Law at Lead University.
