Eduardo has dedicated a large part of his professional career to the Panama Canal Authority (ACP), entering as a contracts attorney for the Panama Canal Expansion Program in 2009 – the largest project of the Canal since the beginning of its operations in the year 1914 with an investment amount of more than 5 billion dollars, mostly assigned to contract activity related to works, excavation, dredging, environmental management and all the goods and services necessary to complete the project. In 2016, with the completion of the Expansion Program and the inauguration of the new Neo Panamax locks, he was assigned to the Canal’s general counsel office, where he was appointed as managing counsel, with the purpose of leading the transformation process of the office, which entailed the planning and initial execution of the internal restructuring, review and improvement of processes, development of talent and succession plans, as well as, the implementation of technological tools that support the office activities. As of 2021, he leads the group of attorneys of the general counsel office assigned to the areas of contracts and procurement and the commercial activities carried out by the ACP. In parallel, he serves as ACP Ethics Lawyer.
