Career Biography

Farah Ismail is a nurse-lawyer and senior vice-president, chief legal, privacy and compliance officer at SE Health, one of Canada’s leading healthcare organisations. Recognised for her legal expertise and strategic leadership, Farah has spent two decades navigating complex legal, regulatory, governance, privacy and compliance matters while advancing innovation and operational excellence across the healthcare sector.

Farah holds a bachelor and master of science in nursing from Western University and a bachelor of laws from the University of Windsor. She is a skilled privacy officer, an Institute of Corporate Directors (ICD.D) designee, and holds a fellowship in regulatory excellence from the National Council of State Boards of Nursing, as well as a national health fellowship through McMaster University’s Health Leadership Academy.

Combining deep healthcare expertise with legal acumen, Farah has led large-scale transformational initiatives, influenced policy and governance reform, and helped organisations manage risk while improving quality, safety and access to care. She is widely respected for translating complex legal and regulatory requirements into practical strategies that support organisational growth, innovation and accountability, including the responsible adoption of artificial intelligence in healthcare.

A published author, sought-after speaker and dedicated volunteer, Farah serves on several boards and is committed to advancing healthcare in this country.

What are the most significant matters, transactions, or legal initiatives you and your team have been involved in over the past 12–18 months?

I have led multiple high-value, complex deals with seasoned vendors in the digital space. Introducing a re-designed National Privacy Program. I managed the launching of a Patient Experience Office (arms-length entity), advised on the creation of an Impact Venture Fund and supported RFPs on integrated community health services centres and seniors housing. I also run the governance renewal at the Board level and led various Mergers and Acquisitions including real estate transactions.

What approaches have you taken to modernising or digitally transforming your legal function, particularly in relation to Canadian privacy laws (federal and provincial), cybersecurity requirements, and data governance expectations?

I introduced innovative procedures, a centralised intake process, and a streamlined file management system, as well as templates for critical functions such as contract management, workplace investigations, corporate filings and board governance. I designed a centralised intake process that services over 8700 staff – the first of its kind at SE Health – that allows the department to efficiently manage over 1500 requests annually and deliver timely, consistent support.

I have also led the development of an AI-powered contract review system with a goal of reducing processing time by up to 80%, setting a new benchmark for innovation for SE’s contracting process.

Have there been any moments in your career as an in-house lawyer that you consider particularly defining, unusual, or formative in shaping how you approach your role today?

My journey has never been a straight line. I have embraced the duality of my two professions as a nurse and a lawyer. Rather than choosing between the two, I have tried to embrace the duality of my skillsets and use each perspective to make the other stronger. My nursing background has taught me to listen, to understand people and their experiences, and to approach challenges with both compassion and discipline and my legal background has given me the courage to ask difficult questions, think critically, and pursue a path that was not always obvious.

I view my ability to work at the intersection of healthcare and law as a privilege and that the most meaningful impact happens when expertise is paired with empathy.

How does your legal team contribute to broader business strategy within your organisation, and can you share an example where legal input materially influenced a key decision or outcome?

As our legal function continues to grow, we balance balanced day-to-day operational demands with strategic leadership across the organisation. In a healthcare environment where privacy is paramount, we have worked experts to modernise the National Privacy Program and played a central role in implementing AI-enabled solutions, regulatory compliance for new electronic health record management, HR and finance systems, governance renewal and major corporate restructuring initiatives.

It illustrates the growing scope of SE Health’s legal function and has been shared across SE Health’s affiliates, with potential for adaptation by other organisations. In addition, we have supported the design of the SE Impact Venture Fund (the first of its kind in Canada), which will invest in start-up companies to enable meaningful, measurable, and inclusive wellbeing outcomes. These solutions will be rooted in equality, with a focus on better living and ageing, and will positively impact the communities they serve.
