Wayne Carson is president of Kilmer Infrastructure Developments, where he leads Kilmer’s business platforms in public-private partnerships, real estate development and various concession related operating businesses and partnerships. He is also president of Host Kilmer Service Centres Inc., and an officer and member of the board of directors for the operating entities for ONroute, Pan Am Athletes Village, Port Credit West Village Partners, DKT Purpose Built Housing in West Don Lands and Quickload Logistics businesses. Carson has 25 years of operating and management experience in the infrastructure, development and construction materials sectors serving all levels of government and segments of private industry. He has a strong business operations background and significant experience in corporate and commercial transactions, privatisation and design-build projects, M&A, employment and labour issues, construction law, contract negotiation, litigation and alternative dispute resolution. Carson leads Kilmer’s business platforms in public-private partnerships, real estate development and various concession related operating businesses and partnerships. He successfully lead the 50-year Ontario Highway Services Centres transaction, the Pan-Am Athlete’s Village project, the 30-year concession for the Prince Rupert Port Authority Customs Examination Facility & Operations as well as the 99-year lease and development of 2,000 purpose built rental units in Toronto for the Province of Ontario – four of the very few revenue risk P3 projects in Canada. Recently, he led the sale of the equity interest in the Ontario Highway Service Centres project, including obtaining Provincial consent. In the contract-heavy world of P3s, his combination of legal skills and business acumen make him a market leader.
