How have you leveraged technologies to drive production or efficiency as a general counsel?

Working for a company dedicated to the provision of telecommunication services, technology is a vital part of our operations. Therefore, understanding and using technology is essential for the development of my work and that of my collaborators. My company has developed a series of computer systems and platforms aimed at improving our operations and the provision of our services. Several of these technological platforms allow us to have up-to-date information about our operations, our clients and the services we provide; compiling technical, commercial, financial, legal and regulatory information for the fulfillment of our objectives and regulatory obligations before government authorities.

What do you predict will be the major change in the Bolivian legal market in the next years?

In recent years, an urgent and necessary reform has been sought in the administration of justice, which is currently politicised and subordinated to the government in power. Numerous scandals linked to corruption involving justice administrators, such as representatives of the Public Ministry and political figures, have shown the deep crisis in which Bolivian justice is submerged. That is why a reform of the administration of justice is required, thus allowing justice administrators and judicial officials to be elected for their merits and not for political interests or favor. This would also imply regulatory reforms and updates both in substantive and procedural law. This reform of the justice system requires the participation of all the social actors in Bolivia, in order to guarantee respect for the fundamental rights.

One of the biggest changes that is expected with great optimism is the modification and updating of the Bolivian Commercial Code. From the business sector, there is an urgent need to have a new Code of Commerce in accordance with the needs of these new times. The Bolivian government and the different private business and productive sectors in the country have been working on a reform of the Code, which will allow the modernisation of commercial activity in favour of the country and its society

In the telecommunications sector, work is being done to make regulatory regulations more flexible, to allow greater expansion of networks and enable greater access to said services. This expansion implies the investment in new technologies, networks and services, shortening the digital gap that still exists in Bolivia. This will also encourage foreign investment in our country, promoting economic growth.
