Sebastian Kaplan is a multinational executive who manages legal, regulatory and government affairs for telecommunications companies in different Latin American jurisdictions. A lawyer with a detailed knowledge of local law, complimented by a practical understanding of both international and US legal practices, Kaplan is well-regarded for his strong specialisation in telecommunications and broadcasting, as well as his expertise in litigation management. Currently employed at Millicom, Kaplan supports the mobile money and regulatory affairs teams in the development of relevant argumentation in relation to proposed or existing regulation and legislation that impacts the company. In addition, Kaplan is in charge of supporting Latin American regulatory affairs staff in the management of relationships with officials at key agencies throughout the operations. Previous roles in Kaplan’s in-house legal career include regional general counsel roles at Groupon and Claro Argentina, Uruguay and Paraguay.
