Career Biography

Moreen Mutuma is Manager, Legal & Regulatory Affairs at NTT DATA East Africa, providing legal, governance, compliance and regulatory leadership across Kenya, Uganda, Tanzania, Rwanda, Ethiopia, Djibouti and the Democratic Republic of Congo. 

With more than 13 years of experience, she advises executive leadership on commercial transactions, regulatory compliance, corporate governance, data protection, intellectual property, dispute resolution and enterprise risk management. Her work focuses on translating complex legal and regulatory requirements into practical, business-oriented solutions that support growth while strengthening governance and operational resilience. 

An Advocate of the High Court of Kenya, Commissioner for Oaths and Notary Public, Moreen has played a key role in negotiating and concluding major technology, telecommunications and digital infrastructure agreements across the region. She is recognised for balancing sound risk management with commercial pragmatism, enabling organisations to achieve strategic objectives while maintaining strong compliance standards. 

As Data Protection Officer for NTT DATA Kenya, she leads privacy and data governance initiatives, overseeing areas such as data protection impact assessments, cross-border data transfers, regulatory engagement and privacy compliance programmes. 

Beyond her core legal responsibilities, Moreen works closely with regulators, industry bodies, government agencies and external counsel on legal and regulatory developments shaping the technology sector. She is widely respected for her strategic leadership, regional expertise and commitment to strengthening legal and regulatory frameworks across East Africa.
