Career Biography
Regina Lima is General Counsel and Senior Vice President, Legal for Mastercard in Latin America and the Caribbean, where she provides strategic legal leadership across a diverse and dynamic region. She joined Mastercard in September 2023. Mastercard is a global technology company in the payments industry that powers and connects an inclusive digital economy through secure, simple, smart, and accessible transactions. The company operates in more than 200 countries and territories, enabling digital commerce and innovation on a global scale.
With more than 20 years of experience at leading global technology companies, Regina advises on complex legal, regulatory, and commercial matters that support growth, innovation, and risk management across Latin America and the Caribbean. She is known for combining strategic judgment with a practical, business-oriented approach and for building high-performing, inclusive teams across markets and cultures.
Before joining Mastercard, Regina served as Deputy General Counsel at Twitter, where she held a series of senior regional and international legal leadership roles. She joined the company in 2014 as Legal Director for Latin America and helped build the legal and operational foundations for its expansion across the region. She later took on interim responsibility for Asia-Pacific and, in 2020, was promoted to lead Twitter’s international legal team and later assumed responsibility for the legal function supporting global commercial matters. Across these roles, she lived and worked in the United States, Singapore, and Brazil, further strengthening her ability to lead across geographies and cultures.
Earlier in her career, Regina was Legal Director for Latin America at Meta and spent eight years at Yahoo!, where she led the legal team for South America. Across these roles, she helped support the regional growth of some of the world’s most influential technology companies, expanding operations, entering new markets, and aligning legal strategy with long-term business objectives.
Her experience as a Brazilian woman of African ancestry has deeply shaped who she is and how she leads. Growing up in Brazil—home to the world’s largest African diaspora yet marked by profound racial inequality—gave her a perspective that continues to inform her leadership with authenticity, empathy, and effectiveness in complex, multicultural environments.
She also served as Board member and Chief Legal Officer of the Brazil Chapter of the Interactive Advertising Bureau (IAB) from January 2020 to June 2021, where she supported advocacy on behalf of IAB members and helped advance the value of the interactive advertising industry with legislators and policymakers in Brazil.
Regina holds a law degree from PUC-RJ and has further broadened her leadership and governance perspective through executive education at Harvard University, Stanford University Graduate School of Business, and The Wharton School. She also completed the Corporate Governance Program at the Brazilian Institute of Corporate Governance (IBGC) in 2023.
