Valeria Plastino is a senior legal executive with more than 25 years of international experience leading legal, regulatory, and compliance functions across the telecom, technology, and digital infrastructure industries. Admitted to practise in Argentina and New York, she is known for her pragmatic, business-aligned counsel, her ability to navigate complex regulatory landscapes, and her leadership of high-performing, multicultural legal teams.

As Executive Vice President, General Counsel & Chief Compliance Officer at Cirion Technologies, Valeria oversees all legal, corporate, regulatory, and compliance affairs for the company’s operations throughout the United States and Latin America. She leads a team of 22 attorneys and regulatory professionals and serves as a strategic adviser to the CEO and senior leadership on matters involving corporate structuring, risk management, data governance, commercial strategy, and regulatory policy. She also plays a central role in supporting Cirion’s growth initiatives, complex customer and vendor negotiations, cybersecurity and data-centre regulatory compliance, and ESG-related governance.

Since joining Cirion (previously Lumen Latin America, and before that, Level 3 Communications/Global Crossing/Impsat Fiber Networks) in 2007, Valeria has been instrumental in numerous corporate integrations, business carve-outs, and organisational transformations across the region. Her in-house career spans managing high-impact M&A activity, implementing regional compliance programmes, advising on data protection and technology contracting, and shaping the company’s legal and regulatory strategy in rapidly evolving markets.

Before transitioning in-house, Valeria built a strong foundation in private practice at Paul, Weiss, Rifkind, Wharton & Garrison in New York, where she focused on private equity, cross-border M&A, joint ventures, and financing transactions involving multinational clients. She also held senior legal roles at StarMedia Network Inc., advising on digital media and international expansion. Earlier in her career, she practised at Bruchou, Fernández Madero & Lombardi and Estudio Beccar Varela in Buenos Aires, counselling major domestic and international corporations on corporate and transactional matters.

Valeria has been recognised repeatedly for her leadership in the legal profession, including receiving LACCA’s General Counsel of the Year Award (2017) and being featured in The Legal 500 GC Powerlist for Argentina (2019) and Miami (2023, 2024 and 2025). She is a frequent contributor to industry publications and a speaker on topics related to in-house practice, leadership, and the professional development of women in law.

She holds an LL.B. from the National University of La Plata, a Master’s degree in Corporate Counsel Studies from the University of Bologna, an LL.M. from New York University School of Law, and executive education credentials from Yale University and the University of Denver.
