Career biography
Francisco Garza is the General Counsel – PGS of Mitsubishi Power, where he manages the Legal function in the Americas for the business of Power Generation Services (PGS). He also structures and negotiates complex transactions and contracting vehicles for projects, contracts, and long-term service agreements related to power generation facilities in North and South America. Francisco was formerly the General Counsel of Mitsubishi Power for LATAM (July 2021 – July 2024).
Prior to joining Mitsubishi Power, Francisco was the General Counsel of GE LATAM (2018 – 2020) and Mexico (2016 – 2020), where he provided legal advice to the business leaders of GE LATAM and Mexico in the development of “go-to-market” strategies. Francisco joined GE Capital – Latin America in 2007, where he managed its Legal Department as General Counsel (2013 – 2016). Previously, he was a Senior Counsel (2007 – 2013) of GE Capital providing legal advice in workout transactions and litigation management, as well as in capital markets, structured finance, and syndications.
He was the Legal Counsel for Schlumberger Oilfield Services (2005 – 2007) being responsible for the legal and project finance aspects of Schlumberger’s business in the oil and gas industry in Mexico, Central America, and the Caribbean.
Francisco was a Senior Associate at the law firm Barrera, Siqueiros y Torres-Landa, S.C. (1996 – 2005), and worked in the US as Foreign Associate at the law firm Quinn Emanuel Urquhart Oliver & Hedges, LLP (2003).
Francisco was born in Mexico City, where he attended Law School at Universidad Iberoamericana and graduated cum laude in 1999 with a Professional Exam and Thesis with Honors. He has a Master of Laws (LL.M.) from the University of Virginia School of Law (U.VA.).
