The National Data Association is a non-profit, professional organisation established under Decision No. 10/QD-BNV on 10 January 2025, with the aim of connecting government agencies, businesses, organisations, and individuals in the data sector, and fostering a national data ecosystem to support Vietnam’s digital transformation and digital economy. At its first National Congress (2025–2030), held in Hanoi on 22 March 2025, General Secretary Tô Lâm assigned the Association seven key tasks, as reported by authoritative sources.

The Association is tasked with studying, proposing, and completing the legal framework for data, ensuring that data can flow, connect, be shared, and be utilised while safeguarding data security, safety, and sovereignty. It is to play a central role in building, developing, exploiting, and enriching national data, focusing on four pillars: people, location, activities, and products. The Association is expected to actively adopt, master, and move towards self-reliance in core data technologies, particularly artificial intelligence, big data, blockchain, and cloud computing. It will support the development of advanced data infrastructure, including modern data centres invested in by both the state and private sectors, and strengthen international cooperation, learning from global experiences, attracting resources, and participating in global data initiatives. The Association is also responsible for establishing effective implementation and supervision mechanisms to ensure policies and activities are executed consistently and systematically, as well as developing a data security ecosystem, including systems, products, services, and standards for data protection, fostering a domestic data security industry.

In my capacity as Senior Legal Advisor to the National Data Association, I am honoured to pledge my commitment and professional expertise to support the effective implementation of the seven key tasks entrusted to the Association by the General Secretary.
