Career Biography

Raquel Matos Rolón, Esq., led the legal department of the Puerto Rico Aqueduct and Sewer Authority (PRASA) for the past 19 years. During these years, the legal department was a strategic partner in actively addressing PRASA’s challenges, leading to the transformation of this public corporation into a financially self-sufficient and compliance-oriented entity in order that it could provide its customers with quality water and sewage services at the lowest possible cost. During this period, she was part of PRASA’s management team, in charge of the legal role, which transitioned the corporation’s operations from the private sector to the government, established and executed the financial plan toward self-sufficiency, and reached agreements with regulatory agencies, adopting sustainable compliance plans. This transformation also involved the execution of a historic multi-billion-dollar capital improvement program. In addition, she contributed to the continuous optimisation of the legal department processes and PRASA’s operations. During her tenure as PRASA’s general legal counsel, she provided legal advice to corporate governance to successfully address high-impact events in the corporation’s operations, such as droughts, hurricanes, earthquakes, epidemics, cyber-attack, among others. 

Attorney Matos Rolón, previously served as PRASA’s Internal Auditor for almost two years.  Prior to that, she served as Legal Counsel to the Office of the Comptroller of the Commonwealth.  Attorney Matos Rolón holds a Juris Doctor from the University of Puerto Rico School of Law and a bachelor’s degree in business administration, with a major in accounting, from the University of Puerto Rico, Río Piedras Campus.  She is also a CPA.
