Career Biography

Gaston is the General Counsel of Peninsula Investments Group. He has over 15 years of experience, earned his L.L.M. from Columbia University (New York) and his J.D. from the Universidad Católica of Uruguay. He is responsible for all legal matters, such as structuring funds and investments in different jurisdictions, preparing offering documents, negotiating and drafting joint venture agreements, operating agreements, shareholders agreements and other commercial agreements, giving legal advice, leading due diligence and compliance processes.

Prior to joining Peninsula Investments Group, Gaston was an International Associate for the Projects, Energy and Infrastructure Group at Allen & Overy (Washington, DC), where he was actively involved in advising international companies and multilateral agencies mainly regarding infrastructure deals in Latin America and Africa. Before Allen & Overy, he worked as an associate at the Corporate & Banking Group for the law firm Guyer & Regules (Montevideo, Uruguay) and as business and legal advisor for a Brazilian international company.

What do you see as the major legal challenges for businesses in Uruguay over the next five years, and how are you preparing to address them?

One of the primary challenges for legal and business teams operating in Uruguay’s real estate sector—particularly for asset managers like us—is the potential modification of Law No. 18.795 (Ley de Vivienda Promovida). If the government reduces tax incentives for investors and property buyers, this could significantly affect investor appetite and project feasibility.

To mitigate this, we are already adapting our legal and investment strategies. This includes exploring new deal structures, forming joint ventures with landowners and construction firms, and leveraging alternative public programmes such as “Programa Entre Todos”. Our goal is to maintain attractive investment opportunities for both local and international investors, regardless of future regulatory changes. Legal foresight and adaptability are central to this effort.
