Daniela Martínez Gutiérrez is an accomplished in-house counsel with over 17 years’ experience in regulated sectors, including energy, telecommunications and water utilities. She holds an LL.M. and an MPA from Harvard University, a law degree from Universidad de Chile, and a Diploma in Compliance and Good Corporate Practices from Universidad Católica.

Since July 2021, she has served as Head of Legal, Regulation and Compliance for Essbio S.A., Nuevosur S.A. and Biodiversa S.A., leading legal affairs for water and sanitation providers in central-south Chile. In this role, she oversees corporate governance, board and shareholder relations, and ensures compliance with public service obligations. Appointed as Crime Prevention Officer, she has designed, implemented and monitors corporate crime prevention models, reinforcing ethical standards and regulatory integrity.

Daniela spearheads the companies’ legal strategy, leading engagement with authorities and stakeholders, while driving robust environmental and legal compliance programmes. She also manages the defence in civil and administrative litigation, protecting both operational continuity and corporate reputation.

Her prior career includes serving as Head of Legal for the Mobile Telecommunications Association, where she advised on legislative and regulatory reforms, and as a partner at Quintanilla & Busel Niedmann Law Firm, specialising in energy, environmental regulation and land use. She also served as Legal and Policy Adviser to the Chilean Minister of Energy, and worked with international NGOs on climate change and energy efficiency projects in Chile, Mexico and the United States.

Fluent in Spanish and advanced in English, Daniela combines strategic legal leadership, regulatory expertise and public policy experience to deliver high-impact results in complex, regulated environments.
