Career Biography
Sultan S. Albooq is a visionary legal and executive leader with over 18 years of multidisciplinary experience shaping governance frameworks, regulatory landscapes, and institutional strategy across Saudi Arabia’s most transformative sectors. As General Counsel and Executive Committee member at the Royal Commission for AlUla (RCU), Albooq plays a pivotal role in one of the Kingdom’s most ambitious giga-projects, aligning legal, regulatory, and policy functions with Vision 2030 and a SAR15bn development mandate.
Renowned for his ability to translate legal strategy into actionable enterprise transformation, Albooq has advised on sovereign-level negotiations, national public policy initiatives, and multi-billion-riyal ventures. His leadership of initiatives such as the Transfer of Authority and the Ombudsman Program exemplifies his impact on institutional accountability and regulatory evolution.
Before joining RCU, Albooq served as Executive Vice President and General Counsel at Saudi Airlines Catering Company, where he led five corporate departments and oversaw M&A activities valued at over SAR1bn. His tenure was marked by significant institutional reform, governance optimisation, and strategic advisory to board and executive teams.
His earlier roles include General Counsel at Ma’aden Gold and senior advisory positions at Zahid Group (Caterpillar), with formative years at Eversheds affiliate Mohammed AlDhabaan Law Firm and United Law Firm. Across these posts, Albooq has consistently delivered high-impact counsel in legal risk, corporate strategy, and stakeholder engagement across sectors including aviation, hospitality, infrastructure, and mining.
Albooq holds an LL.M. in Comparative Legal Studies from the Elisabeth Haub School of Law in the U.S. and a B.Sc. in Legal Studies from King Abdulaziz University. His executive education spans globally recognised institutions, including Harvard Business School and the University of Oxford, reflecting his commitment to continuous growth and cross-border excellence.
Currently, Albooq also serves as Vice Chairman of AlUla Football Club, guiding the organisation’s strategic and operational agenda as part of its board leadership.
