Career Biography
Wang Xuan serves as the General Manager of the Legal and Compliance Department at China Telecom Jiangsu Company. He possesses outstanding professional expertise. He is certified as a Secondary-Level Legal Counsel in state-owned enterprises, a Senior Economist, and a Company Lawyer. Actively engaged in academic research, he has published two papers in nationally recognised core economic journals and one in a general journal over the past three years.
His performance in his role has been commendable. Focusing on the company’s core objectives, he recently led his team in supporting over 100 key tasks, including reform initiatives, emerging business development, major projects, and critical work, issuing more than 100 legal opinions and risk advisory letters. Embracing a broad perspective, he has conducted benchmarking exchanges across various industries, regions, and sectors, establishing the company’s risk management as a benchmark within the group for excellent enterprise standards, and produced research reports based on these activities. By organising joint meetings, conducting specialised training, and establishing dedicated teams, he has promoted the effective operation of the “1+N+2” risk management system, providing strong support for the company to achieve high-quality development based on robust security and compliance. He contributed to safeguarding state-owned assets by directly supporting municipal branches in handling and responding to over ten dispute cases, identifying issues promptly, and selecting optimal litigation strategies to recover economic losses for the company. Demonstrating a solid work ethic, he has delivered nearly 20 class hours of instruction for the company’s leadership and employees at all levels.
He has been proactive in institutional innovation. He drives internal digital and intelligent transformation, iteratively optimising the “Smart Legal Management System Based on a Legal Cloud Platform,” accelerating cloud-based talent management, and strengthening the output of legal capabilities through continuous digital upgrades. The smart legal case he submitted was selected as an innovative typical case in the inaugural selection for enterprise rule-of-law construction and legal safeguards. To support high-level self-reliance in technology, he formulated the “Jiangsu Company Intellectual Property Independent Protection Work Guide” based on extensive research, continuously improving the quality of intellectual property work and enhancing risk prevention awareness. He innovates in legal education formats, expanding its reach by effectively utilising the “Legal Assistant” platform within the enterprise WeChat to provide accessible legal services. Each year, he publishes specialised legal articles through this new media platform.
