Career biography

Raysa Indira Paulino Bretón is Legal Director at Empresa de Generación Eléctrica Punta Catalina (EGEPC), the largest power generation company in the Dominican Republic. She has more than 20 years of legal experience, including over 15 years dedicated to the public energy and mining sectors.

She holds a Master’s degree in Administrative Law and has extensive expertise in corporate governance, public procurement, regulatory compliance, administrative law, strategic litigation and the legal framework governing the energy industry.

Throughout her career, Raysa has played a key role in the development and implementation of legal and regulatory initiatives across the Dominican Republic’s energy and mining sectors.

She has been recognised by The Legal 500 GC Powerlist: Dominican Republic for four consecutive editions, from 2023 to 2026, reflecting her continued contribution to the development of the country’s in-house legal profession.
