Career Biography

Pamela Luna Russo is an attorney with over 14 years of experience in the energy sector and serves as Legal Manager at InterEnergy Group (IEG), a multinational energy platform with operations across the Dominican Republic, Panamá, Jamaica, Chile, Uruguay, U.S. Virgin Islands, Guatemala, and the Cayman Islands. She leads and supports legal matters for the group’s operations in the Dominican Republic and its affiliated companies, advising across corporate, commercial, regulatory, project development, governance, labor, environmental, real estate and compliance matters.

A strategic business partner, Pamela has been closely involved in advancing InterEnergy Group’s energy transition agenda, advising on the development of large-scale renewable energy projects, complex commercial transactions, project financings totaling USD 240 million, strategic partnerships and regulatory matters. Her work has supported the development of CEPM Zero, a 600+ MW renewable energy platform and one of the Dominican Republic’s most ambitious decarbonization initiatives, helping translate innovative business strategies into practical legal solutions.

Known for her collaborative leadership style and commercial perspective, Pamela believes legal teams create the greatest value when they are fully integrated into the business and focused on enabling growth rather than simply managing risk. In volatile environments, she relies on real-time regulatory tracking and constant dialogue with leadership, guided by her rule that clarity beats certainty.

Pamela is a graduate of Universidad Iberoamericana (UNIBE), holds a Master’s in Corporate Law from Université Panthéon-Assas (Paris II), and is a certified Judicial Interpreter in Dominican Republic. She is fluent in English, Spanish and French. Pamela also serves as Membership Director for the Women’s Energy Network — Dominican Republic Chapter, where she promotes female leadership, mentoring and professional development in the energy sector.
