Career biography

Noelia Silvestre Rodríguez is Legal Manager at InterEnergy Group, a leading energy company in Latin America and the Caribbean. She specialises in corporate and energy law, with a particular focus on the structuring and negotiation of commercial and project-related agreements. She has extensive experience advising on project financing and energy-sector transactions across the Dominican Republic and the Caribbean.

Her work covers a broad range of energy-sector transactions, including financings involving multilateral institutions, government-related power transactions, power purchase agreements (PPAs), EPC contracts, battery energy storage system (BESS) acquisitions and natural gas infrastructure projects. She has also advised on renewable energy developments, electric mobility initiatives and other projects supporting the energy transition throughout the Caribbean.

Over the course of her career, Noelia has supported joint ventures, investment transactions and regulatory analyses. She has also participated as a speaker at industry forums, including panel discussions focused on international arbitration. Noelia holds Master’s degrees in Tax Law and International Business Law. She is an active member of the Asociación Nacional de Jóvenes Empresarios (ANJE) and the Women’s Energy Network (WEN).

Have you had any experiences during your career as a lawyer that stand out as particularly unique or interesting?

Supporting Consorcio Energético Punta Cana Macao, S.A. (CEPM), a subsidiary of InterEnergy Group, in its decarbonisation journey through the ‘CEPM Zero’ initiative, which aims to achieve net-zero emissions by 2030, has been a particularly rewarding experience in my career. The programme involves the development of renewable energy and other energy transition projects designed to achieve carbon neutrality. From a legal perspective, this has required the structuring and negotiation of innovative transactional arrangements, as well as the assessment of regulatory, commercial and tax considerations associated with the initiative.

What do you think are the most important attributes for a modern in-house counsel to possess?

Today’s in-house counsel must do more than identify legal risks. They must be able to align legal strategy with the company’s business objectives and operational realities, enabling informed decision-making and effective risk management.
