Career Biography
As head of the legal, regulatory and public affairs division at Agora Group, one of the leading media groups in Central and Eastern Europe, Czajkowski oversees a fully integrated in-house team in multi-entity organisation. He manages a team of about 30 lawyers and specialists in corporate and M&A, media and regulatory law, competition, GDPR, information security, and public policy. Under his leadership, the legal division has become a strategic partner to the management board, integrated into key business, governance, and risk management processes.
A key achievement was leading the legal and regulatory strategy for Agora’s acquisition of Eurozet, one of Poland’s largest commercial radio groups. When the Polish competition authority (UOKiK) initially blocked the transaction. After a successful court dispute, the transaction was completed without UOKiK’s original consent. This case is widely seen as a landmark precedent in Polish competition and media law, and as one of the most complex media transactions in the market.
Paweł has played a central role in Agora Group’s corporate transformation, advising on group restructuring, governance reforms, and aligning internal legal frameworks with evolving EU digital, media, and data regulations.
He oversees all key legal, regulatory, and market risks across the group. He also leads Agora’s public affairs strategy at national and EU levels, representing the group in legislative and regulatory processes that impact media freedom, digital platforms, and freedom of expression.
He is recognised for combining strong legal and regulatory expertise with strategic judgment, effective leadership, and the ability to operate successfully at the intersection of law, regulation, politics, and media.
