About

Mario is a highly accomplished legal professional specialising in international regulatory issues, with a strong focus on data transfer, technology, financial inclusion, and innovation. He currently leads the Legal and Regulatory Affairs team for Equifax, overseeing operations across eleven countries in Latin America and the Caribbean.

Mario earned his law degree with honors from the National University of Asunción and was awarded the prestigious Chevening Shell Centenary Scholarship to pursue a Master of Laws (LL.M.) in International Law at the University of Cambridge in the United Kingdom. He graduated from Cambridge with honors, further cementing his academic and professional credentials.

Over the course of his career, Mario has gained wide recognition for his thought leadership and has been invited to present at numerous high-level international conferences. In 2017, he spoke on credit reporting systems at the World Bank in Washington, DC, and on new technologies and data protection at PRODHAB in San José. In 2018, he addressed topics such as data, corporate strategy, and financial inclusion at AMCHAM in Montevideo, as well as the value of data in promoting inclusion and development at FERRERE in Asunción.

In 2019, he spoke at the IBA Conference in Santiago on data protection in mergers and acquisitions, and at the ALACRED Conference in Montevideo, where he examined the challenges involved in regulating big data. In 2020, he delivered a lecture on fintech regulations at the Universidad Comunera (UCOM) in Asunción. The following year, he participated in the International Visitors Program in Atlanta, where he discussed the intersection of credit reporting and financial inclusion.

Mario continued his engagement with public discourse in 2022, speaking on the future of personal finances at ORT University in Montevideo, and on the regulatory challenges posed by artificial intelligence and big data in credit scoring at the 41st Conference of Latin American Banking Law in Quito. In 2023, he presented on international data transfers and financial inclusion at the RIPD Conference in Santa Cruz. His most recent engagements include participating in the ICCR Plenary Meeting in Brasília in 2024, and contributing to discussions at Big Data Stories in Buenos Aires in 2025.

Mario’s career is distinguished by his consistent contribution to regulatory advancements and his commitment to fostering responsible data practices and inclusive technological development throughout the region.
