‘General counsel of an institution established in 2014, I have the rare opportunity to create and develop the legal department, mixing cultures and pushing each individual to grow in its function’. So says Dr Pascal Dutru when summing up his unique position as general counsel for the Communications Regulatory Authority (CRA) of Qatar. A key contributor to the creation and establishment of the authority as an independent regulator for the ICT and post sectors, Dr Dutru reports that ‘one of [his] primary tools’ has been litigation for preparing himself to achieve the best in his current role. ‘Litigation after litigation, I gained a deeper understanding of the core drivers of the ICT sector, and how to use them to the benefit of the company’, he explains. On the subject of the CRA legal team, Dutru reports that ‘apart from the recruitment and training of many young lawyers’, he has ‘defined contract templates and processes covering most activities, enabling the legal team to progressively focus on the core business. Similarly, developing the liability matrix helped improving the organisation, clarifying roles and responsibilities’, he continues.
