Career Biography

Onesimos Osei is the Legal and Compliance Manager at Genser Energy Ghana Limited, where he provides strategic legal leadership across one of Ghana’s leading independent power and energy infrastructure businesses. Since joining the company in 2016, he has advised senior management on complex commercial transactions, regulatory strategy, project development, and enterprise-wide risk management, supporting Genser’s operations in Ghana and across the wider West African region.

Admitted to the Ghana Bar in 2014, Onesimos has built a strong reputation as a trusted in-house counsel with deep expertise in energy, natural resources, infrastructure development, and cross-border project execution. His work spans the full lifecycle of major projects, from contractual structuring and procurement through to financing, implementation, and long-term operational compliance.

A central aspect of his role has been supporting Genser’s delivery of reliable power supply to key industrial and mining clients through the negotiation and execution of long-term Power Purchase Agreements. These include agreements supporting power supply to Gold Fields Ghana, Perseus Mining (Edikan), Golden Star Resources (Wassa), and Asante Gold, as well as regional power dispatch arrangements with CI-Energies in Côte d’Ivoire and Société Nationale d’électricité du Burkina Faso.

Onesimos has also played a key role in Genser’s development of strategic natural gas infrastructure and midstream capacity. He led negotiations for a Gas Conditioning Agreement with the Ghana National Petroleum Corporation (GNPC), supporting the extraction of LNG and natural gas liquids from raw gas. He has further advised on major EPC and infrastructure procurement arrangements, including contracts with Jingmen Hongtu Special Aircraft Manufacturing Co. Ltd. for the construction of a 420km natural gas pipeline network connecting Ghana Gas infrastructure to multiple power generation sites.

In project finance, Onesimos has been instrumental in structuring and negotiating significant funding transactions with international lenders and counterparties. These include a US$15 m. revolving trade finance facility for fuel and LPG procurement, a US$150 m. term loan facility, and large-scale syndicated financings of up to US$365 m. and US$425 m. involving institutions such as Standard Bank, Nedbank, Barak Fund, Development Bank of Southern Africa, Société Générale, Mauritius Commercial Bank, and Trafigura Asia Trading. His work ensures that Genser’s financing arrangements are supported by robust, bankable legal frameworks aligned with international standards.

Beyond transactional leadership, Onesimos oversees legal governance, permitting, and compliance across Genser’s operations, engaging extensively with regulatory authorities including the Energy Commission, EPA, Minerals Commission, GRIDCo, and the Water Resources Commission. He also manages relationships with external

counsel, including leading international firms such as Clifford Chance and Hogan Lovells, ensuring best-in-class support on high-value matters.

Onesimos holds an LLM in Oil and Gas Law from the University of Ghana and has completed executive training in finance, arbitration, and infrastructure contracting. Through his combination of commercial insight, regulatory depth, and leadership on nationally significant projects, he continues to play a central role in advancing Genser Energy’s contribution to Ghana’s industrial and power sector development.
