Career Biography

Naa Lamle Orleans-Lindsay is currently the Director, Legal Division and Supervisor of the AfCFTA Desk of the Ghana Investment Promotion Centre (GIPC), which is the state investment promotion agency under the Office of the President of Ghana. She is a lawyer with over twenty-four (24) years of domestic and international experience. She was called to the Bar in Ghana and the State of New York (USA), with an LLM from Harvard Law School and is a certified arbitrator. Naa Lamle worked in the private sector in the USA and Ghana before transitioning to the public sector.

At the GIPC she is responsible for providing legal advice and support to both local and foreign investors as well as advising on the legal regime necessary to provide an enhanced and responsive environment for investment in Ghana. Naa Lamle is currently the Lead Negotiator for Ghana’s team responsible for negotiating Bilateral Investment Treaties and has led negotiations with several countries in Africa, Europe, the Americas, the Caribbean and Asia. She has also been involved in the negotiation of other international investment agreements, free trade agreements, and comprehensive economic partnership agreements.

She has been Ghana’s expert representative on several international forums on international investment law and policy, as well as high-level investment related negotiations. Naa Lamle is a frequent speaker at local and international events, speaking on reforms to domestic investment legislation, FDI and local content regulation, technology transfer agreements and international investment agreements. She has played an instrumental role in reforms to key investment-related legislation in Ghana for over a decade and has been nominated to serve on several senior-level government committees, including committees on ease of doing business reforms and investment legislation reform.

In 2025, she was listed in GC Legal 500 as one of the top legal counsels in Ghana.
