Looking forward, what trends do you foresee in the legal landscape over the next 5–10 years that companies should prepare for?
Artificial intelligence is evolving rapidly worldwide while remaining largely unregulated, particularly in developing nations. Companies must establish their own governance frameworks, yet Ethio telecom lags significantly behind global counterparts in digitalisation generally and AI specifically. Ethiopia’s regulatory landscape remains insufficient regarding both digitalisation and AI, making this a critical area requiring substantial attention from legislators and business leaders.
Data compliance emerges as another complex priority area requiring vigilant corporate attention. In today’s digital economy, information represents our most valuable resource. Companies must demonstrate agility in properly utilising and protecting data, as failures may incur severe losses and legal accountability. Ethiopia recently enacted the Personal Data Protection Proclamation No. 1321/2024, whose preamble explicitly cites establishing a robust data protection framework aligned with international standards and facilitating beneficial cross-border data transfers as primary objectives.
The prevalence of resource scarcity intensifies global corporate competition, with the telecom sector undergoing particularly significant transformations nationally and internationally. Ethiopia’s telecom liberalisation and new market entrants make competition law concerns inevitable, especially regarding market regulation, ensuring this will remain a key corporate focus area.
Consumer protection compliance grows increasingly critical worldwide, particularly as AI’s expansion introduces novel consumer threats. This will likely prompt nations and corporations to prioritise developing uniform global consumer protection standards in the coming years.
Tech-driven initiatives like digital transformation, AI, digital payments and IoT create unprecedented demand for digital infrastructure and data storage – an urgent concern both currently and prospectively. For companies like Ethio Telecom, this necessitates robust systems to combat technology-enabled fraud risks effectively.
Regarding corporate reputation, companies invest heavily in brand enhancement through superior service delivery and customer experience. Key focus areas include maintaining transparency, ethical business conduct, community engagement and environmental initiatives, with substantial efforts needed to align corporate identity with national branding objectives.
Have you had any experiences during your career as a lawyer that stand out as particularly unique or interesting?
My contributions have included active participation in deploying new systems such as the Balanced Scorecard, through training delivery, planning and implementation. I have provided training on various matters, including labour law at multiple intervals, while also preparing legal policies, processes, and procedures. A key responsibility involved effectively resolving labour issues arising from layoffs during Ethio Telecom’s reestablishment in 2011.
I have served as primary liaison between the legal division and other units for major activities, including annual planning and budgeting. Being recognised as a central figure within the Legal Division has been profoundly rewarding. My cross-functional participation has driven significant improvements in service delivery and operational efficiency.
Beyond core duties, I’ve engaged in CSR initiatives, including serving as Deputy Chair and Executive Member of the Employees’ Thrift and Credit Association. As Chairperson of the Corporate Discipline Committee, I worked diligently to foster shared company values. My strategic contributions include developing comprehensive legal strategies and actively participating in company-wide strategic planning at various stages.
How does your team contribute to the overall business strategy of the company?
My team provides robust legal advice to executive management and all business units to support informed decision-making. We contribute to cost optimisation and operational efficiency through successful dispute resolution. Our effective collection of arrears helps prevent revenue leakage.
We add value through comprehensive contract management – drafting, negotiating, and overseeing contract execution. Furthermore, we enhance the company’s reputation through strategic stakeholder engagement.
How are you bringing the legal department closer to your business colleagues?
The legal department is the backbone of every work unit in the company. We work closely with every work unit so they can reach informed decisions while discharging their responsibilities. We have many processes and procedures, as well as OLAs, that help us provide effective legal support and maintain seamless relationships with these business work units.
