Throughout his career, Vitaly Bondar has been engaged in the legal advisory work both as an in-house and private practice lawyer. 10 months ago, Bondar took up the role as CEO and head of legal for Apla, a blockchain development company based in Luxembourg, where he has been building the legal department from ground up. As a member of the board at Apla, Bondar has been engaged in supporting the company in its development of blockchain solutions for governments and businesses, and explains: ‘Blockchain itself is a new innovative technology. Its application still leaves a great degree of legal uncertainty’. In order to remain abreast of the challenges posted by this uncertainty, Bondar offered and implemented self-regulation rules and practices to ensure compliance with legal requirements across the organisation and users of the public blockchain platform. ‘Largely because of the adopted approach, such as “legal and compliance comes first”, the Apla blockchain platform is capable of being adopted by businesses and governments and is considered as one of the most promising and fast-growing start-up company’, explains Bondar. The new blockchain technology has required the legal team to develop an original legal framework of the public blockchain platform to allow users to comply with regulatory requirements in their home jurisdictions while using the platform. Bondar has specifically been designing an AML/CFT/GDPR compliance framework of the Apla blockchain platform that included the set of five policies, such as compliance policy, admission, data protection, information security incident procedure, and data breach notification procedure. Vitaly has also worked on developing a contractual framework for users of the Apla Blockchain platform to ensure legally binding nature of smart-contracts. Thanks to his work, the organisation has won the “Blockchain Provider of the Year 2018 in Dubai” and SmartSMBAAwards, Dubai 2018’s “Top 50 Start-ups to watch in 2019” by Paperjam and many other similar awards.
