Career Biography
Gabriel leads legal, regulatory, and public strategies for AT&T Mexico, since 2022. Previously, he was appointed by the Senate as Chairman of the Federal Telecommunications Institute for two terms (2013-2017 y 2017-2020). In this capacity, he directed the implementation of 2013 Mexico’s constitutional reforms on telecommunications and economic competition, delivering significant advancements within the sector.
With extensive experience in the public sector, Gabriel served as Deputy Legal Counsel in the Office of the President of Mexico across three terms, overseeing key areas including Legislation and Regulatory Studies (2012-2013); Advisory and Constitutional Studies (2009-2012); and Constitutional Control and Litigation (2005-2006). He also held the role of Deputy Director General of Regulation (2004-2005). His public service career further includes positions as Technical Secretary to the President of Mexico (2007-2009) and Director of International Legal Assistance at the Attorney General’s Office (2000-2002).
Gabriel is the author of the book “The Telecommunications Reform” (2018) and teaches Selected Topics in Constitutional Law at Escuela Libre de Derecho. He holds a law degree from the Escuela Libre de Derecho and a master’s degree in Law, Economics, and Public Policy from the Instituto Universitario Ortega y Gasset in Spain.
