How do you approach managing legal aspects during periods of instability or crises, and how does your legal strategy align with the broader business strategy to ensure the organisation’s resilience?
Given that CAF is a multilateral organisation whose shareholders are both regional and extra -regional countries, legal excellence and political neutrality is paramount. However, the fact that our main stakeholders and beneficiaries are citizens from across Latin America and the Caribbean leads us do our best to adapt our financing instruments to account for higher political risk and regional instability, seeking innovative outlooks, while ensuring alignment with our fiduciary standards and responsibilities
What are the main cases or transactions that you have been involved in recently?
I lead the legal aspects of the raising, administration and management of third-party funds for CAF, including reaccreditation process before counterparties such as Green Climate Fund (GCF). Also, I have led the legal negotiations between CAF and the GCF to conclude the Accreditation Master Agreement between both institutions and the Funded Activity Agreements of several programmes, the most recent being the Galapagos Programme, formally titled “Climate Change: The New Evolutionary Challenge for the Galapagos”, with a total value of USD$117 m.
Moreover, I have provided legal support for various financial alliances with such as the Multilateral Cooperation Center for Development Finance (MCDF), Agence Française de Développement (AFD), Kreditanstalt für Wiederaufbau (KFW), the European Union, the Global Environment Facility (GEF), and the Adaptation Fund, among others. Those partnerships enable bringing resources to the region in the form of loans, grants, and guarantees.
How do you prioritise diversity and inclusion within your legal department, and what initiatives have you implemented to foster a more inclusive and equitable work environment?
CAF has developed several corporate initiatives aimed at promoting gender equality. In 2022 the organisation launched Comunidad M+, an internal women network whose primary objective is to reduce the gender gap within the institution, fostering a more inclusive, fair, and empowering environment for women.
In November 2024 I was elected by my colleagues to lead this internal network, alongside five other women. Throughout the year we have worked on multiple initiatives focused on consolidating the network and strengthening women´s leadership capabilities within the organisation.
