Career Biography

Sameer Goel serves as Senior Legal Counsel within the Legal Advisory Division of Banque Saudi Fransi (BSF), where he plays a critical role in shaping the bank’s legal strategy across a wide array of complex financial transactions. He is responsible for advising on and overseeing matters related to Sukuk issuances, derivatives, syndicated lending (structured in accordance with Loan Market Association (LMA) standards), and bank-level securities, both locally and internationally.

In addition to his transactional responsibilities, Goel plays an integral role in mentoring and supervising members of the legal team, ensuring consistent delivery of high-quality legal services and regulatory compliance. His contributions have been instrumental in the successful execution and governance of strategic financial operations across the bank.

With over 16 years of international legal experience, Goel has held senior legal positions in private practice and in-house environments across India, New York, Kuwait, the United Arab Emirates, and Saudi Arabia, providing him with a comprehensive understanding of cross-border financial regulations and legal frameworks.

Goel is dual-qualified: admitted to the Appellate Division of the Supreme Court of the State of New York (Second Judicial Department) since 2018 and the India Bar since 2010.

He holds an LL.M. in Banking, Corporate, and Finance Law from Fordham University School of Law, New York, where he graduated cum laude, and a B.L.S. LL.B. from Government Law College, Mumbai, one of Asia’s most prestigious and historic law institutions, where he ranked among the top 5% of his class.
